Increasingly, the task of overseeing the National Security Agency is going to former lobbyists for NSA contractors and other intelligence community insiders.

Investigative journalist Lee Fang reports at The Intercept:

A wave of recent appointments has placed intelligence industry insiders into key Congressional roles overseeing intelligence gathering. The influx of insiders is particularly alarming because lawmakers in Washington are set to take up a series of sensitive surveillance and intelligence issues this year, from reform of the Patriot Act to far-reaching “information sharing” legislation.

After the first revelations of domestic surveillance by NSA whistleblower Edward Snowden, President Obama defended the spying programs by claiming they were “subject to congressional oversight and congressional reauthorization and congressional debate.” But as Rep. Alan Grayson, D-Fla., and other members of Congress have pointed out, there is essentially a “two-tiered” system for oversight, with lawmakers and staff on specialized committees, such as the House and Senate committees on Intelligence and Homeland Security, controlling the flow of information and routinely excluding other Congress members, even those who have asked for specific information relating to pending legislation.

The Intercept reviewed the new gatekeepers in Congress, the leading staffers on the committees overseeing intelligence and surveillance matters, and found a large number of lobbyists and consultants passing through the revolving door between the intelligence community and the watchdogs who purportedly oversee the intelligence community. We reached out to each of them earlier this week and have yet to hear back[.]

For those enamored with local citizen's Police Review Boards: The Devil's always in the details

Oregon has had some kind of police review board for over a decade, yet it was still cited and successfully sued by the US Dept. of Justice to force changes and "improvements" over time to curb excessive force against unarmed civilians. Stir up shit with the cops? Expect resistance, non-compliance, lame excuses ... anything and everything BUT mending their corrupt ways.

Still, police review boards are definitely a step in the right direction. My point is they are definitely NOT a panacea.

Former state Sen. Avel Gordly criticizes Portland leaders for not educating community panel on police settlement

Three months after Portland set up a new community board to help monitor federally mandated police reforms, members on Thursday night heard a city attorney offer training on the settlement the city reached with U.S. Department of Justice officials.

Former state Sen. Avel Gordly, a member of the new Community Oversight Advisory Board, politely interjected and then bluntly criticized the city, saying such training should have occurred at the board's first session.

She called it a "huge oversight'' by the city. The settlement stemmed from a 2012 federal investigation that found Portland police used excessive force against people with mental illness.

"It's just mind-boggling, really, to be at this point to hear you offer Settlement Agreement 101,'' Gordly said.

Deputy City Attorney Ellen Osoinach agreed the training should have come much earlier.

"We weren't very thoughtful about the way we prepared you for this role,'' Osoinach said. ""I'm sorry it's taken this long in the process.''

The board's meeting came a day after the stunning announcement by former Oregon Chief Justice Paul J. DeMuniz that he was withdrawing from chairing the board as the city-hired community liaison and a week after the board hosted a contentious public hearing.

The hearing revealed the public's deep distrust of police and dissent among board members about whether the community board could truly act independently. The city and Justice officials are still working to determine how to fill DeMuniz's position.

The FBI is taking extraordinary and potentially unconstitutional measures to keep local and state police forces from exposing the use of so-called “Stingray” surveillance technology across the United States, according to documents obtained separately by the Guardian and the American Civil Liberties Union.

Multiple non-disclosure agreements (NDAs) revealed in Florida, New York and Maryland this week show federal authorities effectively binding local law enforcement from disclosing any information – even to judges – about the cellphone dragnet technology, its collection capabilities or its existence.

In an arrangement that shocked privacy advocates and local defense attorneys, the secret pact also mandates that police notify the FBI to push for the dismissal of cases if technical specifications of the devices are in danger of being revealed in court.

The agreement also contains a clause forcing law enforcement to notify the FBI if freedom of information requests are filed by members of the public or the media for such information, “in order to allow sufficient time for the FBI to seek to prevent disclosure through appropriate channels”.

The strikingly similar NDAs, taken together with documents connecting police to the technology’s manufacturer and federal approval guidelines obtained by the Guardian, suggest a state-by-state chain of secrecy surrounding widespread use of the sophisticated cellphone spying devices known best by the brand of one such device: the Stingray.

Poll: Americans Back Iran Deal, Don't Want Congress To Crush It

WASHINGTON -- Americans mostly approve of the outline of the Iran nuclear deal and don't want Congress to block it, according to a poll released Friday.

The survey by Hart Research on behalf of the Democratically aligned Americans United for Change found that 61 percent of the country favor the deal, while 34 percent oppose it.

And perhaps more importantly, 65 percent of voters don't want Congress to block the deal, compared with 30 percent who do. The poll, done this week of 806 voters, has a margin of error of plus or minus 3.5 percentage points.

It also reveals a partisan divide on the issue, with Republican voters being the only ones who oppose the deal -- 52 to 41 percent -- and who are split on whether Congress should interfere, with 48 percent saying to block it and 47 percent wanting the lawmakers to let it advance.

Vineland, NJ — Early this morning, yet another video has emerged showing the heinous murder of Phillip White by Vineland Police.

As we reported last week, 32-year-old Phillip White died in police custody last Tuesday morning after being beaten by police and viciously mauled by a K-9.

The video released on Facebook shows more clearly that White was limp and unresponsive when officers yelled at the K-9 to “Get him!” One cop continued to inflict blows to White’s body as the dog mauled his face, chest and arms.

The cops roll the unconscious man onto his back, then scream at him to roll back over, the entire time letting the K-9 continue to maul White, who was, again, completely unresponsive.

At no point in the video does Phillip White show any sign of consciousness, let alone resisting arrest.

Democratic Sen. Chuck Schumer, one of Capitol Hill’s most influential voices in the Iran nuclear debate, is strongly endorsing passage of a law opposed by President Barack Obama that would give Congress an avenue to reject the White House-brokered framework unveiled last week.

The comments Monday by the Democratic leader-in-waiting illustrate the enormity of the task ahead for President Barack Obama and his team: While there’s no guarantee that Congress would ultimately reject an agreement with Iran, there’s an increasingly bipartisan consensus that Congress should at least have the ability to do so.

The Religious Freedom Restoration Act signed into law by Indiana Governor Mike Pence last week has found support from a most unusual source — practicing Wiccans.

The Daily Beast‘s David Freedlander spoke to Dusty Dionne, a High Priest and High Summoner of the Aquarian Tabernacle Church, who confessed that while he believes “these bills are horrible,” they do provide a unique opportunity for practitioners of his faith.

“If they are going to up this can of worms,” he said, “we are going to shove it right in their face.” For example, he explained, many Wiccans believe “that love is the law,” so while polygamous marriages are not a tenet of Wiccan theology, “whatever we want to do with marriage we can do. Carte blanche. If I want to marry a horse, I can marry a horse.”

Wiccans would also legally be able to refuse drug tests in states with religious freedom laws, because “natural” substances like marijuana and hallucinogens are “herbs” used to enhance experience at officially sanctioned religious ceremonies. Moreover, Dionne explained, giving the blood or urine samples required for such tests would run contrary to their belief that the “body is a temple,” and “if you come for a piece of my temple, I can say no.”

They would also be free to dance naked on state Capitol steps so long as the moon was full, as a Wiccan holy text — “The Charge of the Goddess” — sanctions the practice.
