2nd whistleblower comes forward after speaking with IG: Attorney

Mark Zaid, the attorney representing the whistleblower who sounded the alarm on President Donald Trump's dealings with Ukraine and triggered an impeachment inquiry, tells ABC News that he is now representing a second whistleblower who has spoken with the inspector general.

Zaid tells ABC News' Chief Anchor George Stephanopoulos that the second person -- also described as an intelligence official -- has first-hand knowledge of some of the allegations outlined in the original complaint and has been interviewed by the head of the intelligence community's internal watchdog office, Michael Atkinson.

The existence of a second whistleblower -- particularly one who can speak directly about events involving the president related to conversations involving Ukraine -- could undercut Trump's repeated insistence that the original complaint, released on Sept. 26, was "totally inaccurate."

That original seven-page complaint alleged that Trump pushed a foreign power to investigate his political rival, Joe Biden, and Biden's son, Hunter, and that unnamed senior White House officials then tried to "lock down" all records of the phone call.

Trump Orders Cut to National Security Staff After Whistle-Blower

President Donald Trump has ordered a substantial reduction in the staff of the National Security Council, according to five people familiar with the plans, as the White House confronts an impeachment inquiry touched off by a whistle-blower complaint related to the agency’s work.

Some of the people described the staff cuts as part of a White House effort to make its foreign policy arm leaner under new National Security Adviser Robert O’Brien.

The request to limit the size of the NSC staff was conveyed to senior agency officials by acting White House Chief of Staff Mick Mulvaney and O’Brien this week. The whistle-blower complaint, focused on Trump’s conduct in a July 25 phone call with Ukrainian President Volodymyr Zelenskiy, has been followed by damaging reports on the president’s private conversations with other world leaders.

The New York Times has reported that the whistle-blower was a CIA officer who was at one point detailed to the White House. The complaint has become the driving motivation behind House Democrats’ impeachment effort, which House Speaker Nancy Pelosi began last week.

CIA's top lawyer made criminal referral on whistleblower's complaint about Trump conduct

WASHINGTON — Weeks before the whistleblower's complaint became public, the CIA's top lawyer made what she considered a criminal referral to the Justice Department about the whistleblower's allegations that President Donald Trump abused his office in pressuring the Ukrainian president, U.S. officials familiar with the matter tell NBC News.

The move by the CIA's general counsel, Trump appointee Courtney Simmons Elwood, meant she and other senior officials had concluded a potential crime had been committed, raising more questions about why the Justice Department later closed the case without conducting an investigation.

In the days since an anonymous whistleblower complaint was made public accusing him of wrongdoing, President Trump has lashed out at his accuser and other insiders who provided the accuser with information, suggesting they were improperly spying on what was a "perfect" call between him and the Ukrainian president. But a timeline provided by U.S. officials familiar with the matter shows that multiple senior government officials appointed by Trump found the whistleblower's complaints credible, troubling, and worthy of further inquiry starting soon after the president's July phone call.

While that timeline and the CIA general counsel's contact with the DOJ has been previously disclosed, it has not been reported that the CIA's top lawyer intended the call to be to make a criminal referral about the president's conduct, acting under rules set forth in a memo governing how intelligence agencies should report allegations of federal crimes.

Ukraine to Review Criminal Case of Firm Linked to Biden's Son

KIEV, Ukraine — Ukraine’s top prosecutor said on Friday that he would review several important cases previously handled by his predecessors, including a criminal case involving a natural gas company that employed a son of former Vice President Joseph R. Biden Jr.

The development came amid an impeachment inquiry against President Trump connected to a request he made to the Ukrainian president asking him to investigate Mr. Biden, a Democratic presidential candidate, and his son’s work in Ukraine.

It raises questions of whether Ukraine was, in effect, bowing to public and private pressure from the president of the United States, on which it has depended on for millions of dollars in aid.

The prosecutor general, Ruslan Ryaboshapka, said he intended to review 15 cases in all, and mentioned several high-profile investigations of wealthy Ukrainians, including the owner of the natural gas company, Burisma Holdings, where Mr. Biden’s son Hunter served on the board until earlier this year.

He denied being pressured over the Bidens or the Burisma case.

Trump Envoys Pushed Ukraine to Commit to Investigations

WASHINGTON — Two of President Trump’s top envoys to Ukraine drafted a statement for the country’s new president in August that would have committed Ukraine to pursuing investigations sought by Mr. Trump into his political rivals, three people briefed on the effort said.

The drafting of the statement marks new evidence of how Mr. Trump’s fixation with Ukraine began driving senior diplomats to bend American foreign policy to the president’s political agenda in the weeks after the July 25 call between the two leaders.

The statement was drafted by Gordon D. Sondland, the United States ambassador to the European Union, and Kurt D. Volker, then the State Department’s envoy to Ukraine, according to the three people who have been briefed on it.

Mr. Volker spent Thursday on Capitol Hill being questioned by House investigators as Democrats pursued their impeachment inquiry into Mr. Trump’s actions. He disclosed a set of texts in September in which Bill Taylor, the top American diplomat in Ukraine, alluded to Mr. Trump’s decision earlier in the summer to freeze a military aid package to the country. He told Mr. Sondland and Mr. Volker: “I think it’s crazy to withhold security assistance for help with a political campaign.”

Eric Trump Accuses Don, Jr., of Being Whistle-Blower in Bid to Get Him Cut Out of Will

WASHINGTON (The Borowitz Report)—In what insiders are calling an audacious move to get his older brother cut out of their father’s will, Eric Trump has accused Donald Trump, Jr., of being the whistle-blower.

According to White House sources, Eric marched into the Oval Office on Wednesday morning and announced to his father, “You can stop wondering who this quote-unquote whistle-blower is. It’s Don.”

Reportedly, no sooner had the young Trump made the startling accusation than Don, Jr., himself burst into the room, turning the tables on his sibling by claiming that Eric, and not he, was the actual whistle-blower.

Within seconds, the Trump brothers were viciously wrestling on the Oval Office carpet, while their father looked on, seemingly pleased by the spectacle.
