Rape, incest exceptions pulled from S Carolina abortion bill

COLUMBIA, S.C. (AP) — A group of South Carolina senators voted Tuesday to remove exceptions for rape and incest from a proposed abortion ban with Democrats choosing not to vote in what appeared to be a strategy to try to prevent the bill from passing through the Legislature.

The 7-3 vote in the Senate Medical Affairs Committee involved all Republican men. The committee then took a break before considering more changes as it decides whether to send the bill to the Senate floor.

The same bill without the exceptions appeared to fail in the more conservative state House last week before some Republicans maneuvered through a series of votes to allow abortions for rape and incest victims up to the 12th week of pregnancy.

Democrats are not going to help Republicans out of a box of their own making by making “an awful bill a very bad bill,” Senate Minority Leader Brad Hutto said.

“We think by highlighting the fact a bunch of extreme, Republican men are trying to control women’s decisions in South Carolina — they need to own that. The governor needs to own that,” Hutto told reporters during the break.

Republicans told their Democratic colleagues their strategy was shortsighted.

Truss to freeze household energy bills with subsidy: source and reports

LONDON, Sept 6 (Reuters) - Britain's new prime minister Liz Truss is planning to freeze household energy bills at broadly the current level this winter using government-backed loans to energy suppliers, according to a government source and reports.

The scheme could cost around 100 billion pounds ($116 billion), according to a person familiar with the situation, but the precise amount would depend on its duration, wholesale prices and market demand.

How the money would be repaid had not been settled, the source said, with a previously favoured option of a levy on consumer bills lasting up to 20 years losing ground to recovering the funds through general taxation.

The political editor of The Sun, citing multiple government sources, said the money would come from borrowing and tax.

A new windfall tax on energy companies was not being considered, the source said.

Kay strengthens to hurricane status in path toward Mexico, southwestern US

A tropical storm AccuWeather meteorologists had been monitoring off the coast of Mexico developed into a Category 1 hurricane Monday afternoon.

The storm, known as Kay, has brought impacts to the Mexican coastline. Intensifying thunderstorms were ongoing near and just off the coast on Sunday, a sign that the system continues to develop.

As of Monday afternoon, Hurricane Kay was located about 305 miles (495 km) southwest of Manzanillo, Mexico. Kay had sustained winds of 80 mph (130 km/h) and was moving west-northwest at 10 mph (17 km/h).

Kay continued to slowly gain wind intensity off the southwest coast of Mexico on Monday. With plenty of warm water at its disposal, as well as conducive atmospheric conditions, Kay has become the eighth storm of the season to reach hurricane status in the East Pacific basin.

While areas of heavy rain will continue in southwestern Mexico over the next few days, a greater concern is focused along the Baja Peninsula. It is along the Baja Peninsula, especially in the elevated terrain, where the heaviest rain is forecast to fall.
