The hopes that Nigerias Ebola outbreak could be quickly stamped out have evaporated. The World Health Organization (WHO) this afternoon issued its first detailed report of the spread of the virus in Port Harcourt, Nigerias oil hub. Last week, authorities announced that a doctor there had died of the disease, after secretly treating a diplomat who had been infected in Lagos by a traveler from Liberia.
The doctor had close contact with family, friends, and health care workers during his illness, but he did not disclose his previous exposure to the virus. His infection wasnt confirmed until 5 days after his death. Experts are now following hundreds of the doctors contacts, 60 of which had high-risk or very high-risk exposure, WHO says.
The diplomat had been instructed to stay in Lagos in quarantine. Instead he flew to Port Harcourt, where he was treatedin a hotel roomby the doctor from 1 to 3 August. The diplomat survived and returned to Lagos, presenting himself again to health authorities, who confirmed he was no longer was infected. He did not tell them that he had sought treatment in Port Harcourt.
The doctor who treated him became ill on 11 August. He continued treating patients at his private clinic for 2 days, operating on at least two of them. Between 13 and 16 August, he was ill enough that he stayed home, but, according to the WHO report, he received multiple visitors who came to celebrate the birth of a baby. On 16 August, he was hospitalized. He did not tell doctors there that he had been exposed to Ebola.

Russia has effectively severed its partnership with Europe and wants to establish a new order, German President Joachim Gauck said Monday.
We want partnership and good neighbourly relations (with Russia) but on the condition that Moscow changes its policies and that there is a return to respect for the rights of nations, Gauck said at a ceremony in Gdansk to mark the 75th anniversary of Germanys invasion of Poland that set off World War II.
Evoking the miracle of post-war reconciliation between Germans and Poles, Gauck said he was disappointed with the turn of events in Russia.
We believed and wanted to believe that Russia too, the country of Tolstoy and Dostoevsky, could be part of Europe.

Supporters of an Oklahoma City police officer who was charged with raping or sexually abusing eight black women have raised more than $7,000 for the 27-year-old cop.
Daniel Holtzclaw was arrested in August on charges of rape, forcible oral sodomy, sexual battery, and indecent exposure for allegedly sexually assaulting women while on patrol. He is being held on $5 million bond.
Friends and family of the three-year veteran of the Oklahoma City Police Department have created a Facebook page called Justice for Daniel Holtzclaw. They insist the criminal allegations against him are false, and have been using the page to try to sell shirts that read, Free the Claw and #JusticeForDanielHoltzclaw.
More than 500 people have liked the Facebook page.

Six months after the launch of a $900,000 alternative to the Affordable Care Act, Floridas Health Choices program has only signed up 30 subscribers and administrators say they are considering offering pet insurance if it will help draw more customers.
According to the Tampa Bay Times, the program was created in lieu of expanding Medicaid or working with the federal government to offer subsidized insurance plans.
Unlike the federally backed programs, Florida Health Choices doesnt offer health insurance plans designed to shield consumers from big-ticket expenses like hospitalization, instead offering limited benefits and discount plans for items like dental visits, prescription drugs, and eye-care.
After six months Florida Health Choices only has 30 enrollees, not counting seven plans which were canceled either because the subscribers changed their minds or they failed to pay their premiums.

Bakers in Bavaria are threatening to go on strike during Germanys famed Oktoberfest over a pay dispute, depriving beer festival-goers of their traditional salty pretzel accompaniment, a report said Sunday.
If we dont get any further by mid-September, well strike in the bakeries, Focus news magazine quoted deputy regional president of the NGG gastronomy union Mustafa Oz as saying, in its Monday edition.
Then therell be a lack of pretzels and bread rolls at the Oktoberfest, he added.
The union is negotiating on behalf of 48,000 employees of the bakery sector in southern Bavaria state but so far the proposals by employers have fallen far short of their call for a 6.5-percent wage hike.
