In keeping with his vote-getting promise to roll back what he believes are stifling government regulations, President Trump has signed an executive order requesting the Environmental Protection Agency begin dismantling clean water rules adopted by the Obama administration in 2015.

The 2015 rules clarified that the federal government has the authority to limit pollution in the country’s smaller rivers, lakes, streams, and wetlands.

To be clear, Trump’s order Tuesday did not repeal the clean water rules. On the contrary, legal experts believe Trump’s order could take years to fully execute. Like replacing the Affordable Care Act – which Trump this week admitted is and “unbelievably complex subject” – rolling back EPA regulations requires action from Congress.

Two constituencies applaud Trump’s hatred of federal regulation -- states-rights advocates and business owners.

The former may be correct philosophically, but, in practice, it takes the combined effort of federal and local environmental regulators to keep our air, ground, and water clean.


Delaware learned that the hard way last month when International Petroleum Corp. of Delaware, was ordered to pay $3.5 million in fines and other penalties after admitting its employees conspired to violate Wilmington, state and federal environmental laws for 20 years.

Even skeptical Republicans seemed willing to give Trump the benefit of the doubt on Tuesday night. Democrats not so much.

A lot was on the line for President Trump in his first major address to Congress. He will need to work with both parties in both chambers of Congress to accomplish anything significant, yet Republican lawmakers have been skeptical of his leadership so far. Democrats have been outright hostile.

Judging by the immediate reaction of lawmakers to some of his policy proposals, he made inroads among Republicans but fell flat among Democrats.

2. “We have begun to drain the swamp of government corruption.”

It wasn’t quite a “ You lie!” moment, but several times during Trump’s address, Democrats couldn’t contain their disgust with something he had said.

When Trump started talking about new lobbying bans he instituted, for instance, the guffaws from Democrats were audible to people watching on TV.

The GOP jumped up quickly in support.

Few clapped here, and some even jeered Trump.

Republicans immediately stood up and started clapping to drown out Democratic jeers. It was a scene that would repeat itself again, like when later said “the time for trivial fights is over.” This is also a good photo to illustrate how physically divided our Congress is: There is no assigned seating at these kinds of speeches, yet Democrats tend to sit on the left and Republicans on the right..................................

..............When it comes to national security, Trump’s ostensible strategy is rooted in jingoism and outward displays of strength. Aside from Bannon, whose unusual role on the National Security Council is a matter of grave concern, Trump has surrounded himself largely with generals (including, until his resignation, Michael Flynn) who enable him to project an image of military might. His policies and statements often seem to be driven by an archaic and self-defeating notion of “toughness”: immigration raids, the border wall, support for torture, even his all-caps tweets. “If we don’t get tough and we don’t get smart — and fast — we’re not going to have a country anymore,” Trump said in a campaign speech on terrorism. “There will be nothing left.”



I............n contrast with Trump’s machismo, Sweden, which recently began a two-year term on the U.N. Security Council, has adopted what Swedish foreign minister Margot Wallstrom calls a “feminist foreign policy.” This approach puts the pursuit of gender equality at the center of nearly all of Sweden’s foreign policy initiatives, from pushing for more female negotiators in peace talks to supporting international development programs for women and girls. In one case, Wallstrom even pulled out of an arms deal with Saudi Arabia over concerns about women’s and human rights.

Some have charged that a feminist foreign policy is naive, but for Sweden it’s strategic. As Wallstrom said in a 2015 speech at the U.S. Institute of Peace, “Striving toward gender equality is therefore not only a goal in itself, but also a precondition for achieving our wider foreign, development and security policy objectives.” And in December, Wallstrom called on Trump to make gender equality a U.S. priority. “Without it, he will not be able to make America great again,” she said. “It is smart policy. It is not just the right thing to do.”

Indeed, there is a growing body of evidence that supporting women’s rights leads to more security. “Over a decade’s worth of research shows that women’s advancement is critical to stability and to reducing political violence,” Valerie M. Hudson and Dara Kay Cohen recently wrote in the New York Times. “Countries where women are empowered are vastly more secure, whether the issue is food security, countering violent extremism or resolving disputes with other nations peacefully.”...................

Newt Gingrich, a longtime supporter of President Trump, on Tuesday called for an "independent person" to lead White House efforts examining the alleged communication between Trump's campaign team and various Russian officials.

"Well, on that particular topic, they ought to take a lesson from the past, from Ronald Reagan and others," the Georgia Republican and former House Speaker said during an interview with "Fox and Friends."

Gingrich said the independent outsider should seriously examine the matter and "coordinate" the administration's efforts in response to the controversy.

"Find a very smart, independent person, maybe somebody like Michael Mukasey, the former [Bush era] attorney general, put them in charge of the whole project and say, you know, there are questions here, the country has questions, the media has questions, even members of Congress have questions," Gingrich said.

"You better have one person who coordinates the administration on that topic, because it is the kind of thing that can grow. … The earlier they have a central person directing their efforts, the less problem it will be, the faster it will go away," he added.............................................
