........................Here’s what this new inspector general’s report shows: When senior State Department officials swam in the deep pool of email rules, there were basically no lifeguards on duty. The office for ensuring compliance with the federal rules on communications—staffed by the people who were supposed to be reading all the Federal Register procedures and policy statements—has been a horrifically underfunded, understaffed and ineffective group for many years, starting long before Clinton arrived at the State Department. As the report says, “Longstanding systemic weaknesses related to electronic messages and communications have existed within the Office of the Secretary that go well beyond the tenure of any one Secretary of State.… The Department generally and the Office of the Secretary in particular have been slow to recognize and to manage effectively the legal requirements and cybersecurity risks associated with electronic data communications.’’

That means there were problems—lots of them. Many employees at the State Department not only used personal email accounts, they refused to use their government-issued laptops because they were lousy. A 2011 email cited by the report underscored this point. Written by the department’s former policy planning director and sent to Clinton, it said, “State’s technology is so antiquated that NO ONE uses a State-issued laptop and even high officials routinely end up using their home email accounts to be able to get their work done quickly and effectively.”

With out-of-date equipment and poor support, plenty of mistakes were made. A good example is when Powell had a private internet line installed in his office so he could use his personal email account on his home laptop. Under the rules, the new line shouldn’t have been put in, but it was. Powell, like every other secretary of state, never read the entire Foreign Affairs Manual; he dealt with foreign crises, wars and international diplomacy while depending on the relevant staff to determine whether it was appropriate to put a jack in his wall.

Clinton’s personal email process was a far less clear-cut as a potential violation—and may not have been at all. The Foreign Affairs Manual allowed for the use of personal email accounts under certain conditions, but never described what those conditions were. (That is why one of the recommendations from the inspector general’s report is for the State Department to issue “enhanced and more frequent guidance on the permissible use of personal email accounts to conduct official business.”)

If Clinton’s account arrangement for nonclassified emails did not fit within the confines of that rule, none of the experts told her so. Clinton had groups of people responsible for overseeing her email operations, including one specifically dedicated to the job with the title "Special Adviser to the Deputy Chief Information Officer." He worked for Clinton throughout her entire term as secretary of state. In addition, the chief operations officer knew about the account, as did the deputy chief of staff for operations...............

Contrary to rumors floating around Twitter today that some of my fellow Bernie supporters would love to see happen, Hillary is not going to face Federal Racketeering Charges. The source for this claim is US Politics 24, an occasionally updated site posting pro-Bernie pieces. But first of all, it does not attribute its claim of information. If it is a prediction, they should say so. If James Comey is to present a recommendation to Attorney General Loretta Lynch that Hillary be charged with racketeering charges, that is confidential information that is protected by law. Mr. Comey cannot disclose that information even if he were to resign for “health reasons.”

Secondly of all, this story conflates Hillary’s emails with her work at the Clinton Foundation; these were two totally separate enterprises. Nobody is investigating Hillary over the Foundation that we know of. The only investigation that we know of involves the emails.

It is a Federal Crime to negligently handle classified information under United States Code (USC) 18 section 1924. It is a Federal Class A Felony under USC 18 section 798.

While this is true, ALL the materials that Hillary allegedly mishandled were retroactively classified after the fact, meaning that she did not break the law. .......................

The latest NBC News/Wall Street Journal poll shows Hillary Clinton with a narrow three-point lead over Donald Trump, 46 percent to 43 percent. But if Bernie Sanders were out of the race the NBC News political unit estimates her lead would likely be much larger, perhaps up around eight points, 51 percent to 43 percent.

......................We've been forced to accommodate Walker's-partisan-governance by surprise, fiat, favoritism, bad or non-existent data and public input - - demolished civil service, blown-up university tenure and budgets, bludgeoned public service collective bargaining and local residency standards, unjustified voter photo ID, reduced early voting hours, eliminating long-standing state-supported recycling and public land acquisition programs only partially restored by legislators, slashed K-12 public school financing with huge dollar transfers to an ideologically-based private school sector.

But his latest scam is some sort of record-setting combination of con and disruption and reward to the private sector at the expense of Wisconsin citizens - - you guessed it - - who are not well equipped to fight back.



I'm talking about his 'plan' to quickly upend, dislocate and relocate - - without their consultation or approval - - tens of thousands of disabled citizens now living in carefully-constructed, time-tested, home care arrangements to - - you guessed it - - private insurance companies, with their paperwork and rules and bureaucracies, and - - you know it - - their need to make a buck.


Make sure you read Guy Boulton's compelling Sunday piece in The Milwaukee Journal Sentinel, with this important takeaway:

Other states have started with pilot programs, testing the model first to see what works and what doesn't.

In contrast, Wisconsin would adopt the new program in a single stroke, basically blowing up the system for providing long-term care, which was built over almost two decades...

For insurance companies, the proposal — which unexpectedly was part of Gov. Scott Walker's budget last year — could mean tens of millions of dollars in profits a year.


There you have it - - the train wreck that is the Walker administration - -

- - renewed for another four years in 2014 and enabled by a grossly distorted and gerrymandered State Legislature and State Supreme Court majority as much in the tank for its corporate donors as is Walker.
