Hypothetically if the FBI discovered evidence of a crime during a background check
Would they not be bound to refer it to the justice department for prosecution or could they be told to ignore it because it's just "a background check" ?

For years, he has been laundering their money selling condos for cash to russian oligarchs and likely to some members of the russian mob. His fixer Cohen is directly linked by family and business ties to the Russian mob.
Trump has repetitively gotten cash infusions from Russia whenever american banks would not lend to him.
At this point I would not be surprised to learn that he has directly or indirectly ordered hits on rivals.

Body found in waters off Trump golf course

An unidentified body has been found in the water off a Trump golf resort in New York City.
Police spokesman George Tsourovakas (zohr-uh-VAH'-kuhs) says the decomposed body was discovered Wednesday night in the East River, snagged in rocks about 500 feet (152 meters) off the Trump Golf Links at Ferry Point in the Bronx.
