How is the Biden administration allowing razor wire and Abbot's buoy floats at the border? Is this

all at the discretion of Abbott? I thought USCIS and Border Patrol were the regulatory agencies. Is this encouraged by the administration? Or is it on Abbott? Worse than a wall IMHO.
