BCCI: The Bank of the CIA

Jack Colhoun was Washington correspondent for the (New York) Guardian news weekly from 1980 to 1992. He has a Ph.D. in history and specializes in post-World War II U.S. foreign policy. His soon-to-be-published book The George Bush File (Los Angeles: ACCESS, 1993) includes reprints of several of his articles cited below.

The Bank of Credit and Commerce International (BCCI) scandal opens a window with a spectacular view of a subject usually shrouded in secrecy: How the CIA uses banks to finance clandestine operations.

The view is spectacular because BCCI, which earned the moniker the “Bank of Crooks and Criminals International,” worked closely with former Director of Central Intelligence William Casey and the Reagan administration’s off-the-shelf arms Enterprise. BCCI financed some of the Enterprise’s arms-for-hostages deals with Iran. Arms merchants linked to the October Surprise banked with BCCI. The CIA funneled funds through the bank to underwrite the Agency’s secret wars in Afghanistan and Nicaragua.

But BCCI’s ties to the shadowy world of intelligence go deeper. Clark Clifford and Richard Helms--retired, but still connected senior members of the U.S. intelligence community--helped pave the way for BCCI’s secret acquisition of the Washington, D.C.-based banking network, Financial General Bankshares. Sheikh Kamal Adham, the founder of Saudi Arabia’s intelligence service, also played a key role on behalf of BCCI in the takeover of Financial General, which was renamed First American Bankshares.

Casey met “every few months” with Agha Hassan Abedi, the Pakistani founder of BCCI, in Washington, D.C. and Islamabad, Pakistan, over a three-year period in the 1980s. Casey and Abedi talked about Iran-Contra arms deals, the Agency-funded war in Afghanistan, and the ever volatile situation in the Persian Gulf. Abedi even made arrangements for Casey’s travels in Pakistan.1

Richard Barlow was simply doing his job when he uncovered an illegal network of Pakistani procurement agents acquiring US components to build a nuclear bomb. But his irrefutable intelligence and his intention to go after the criminals were politically problematic, so his rivals sought to discredit him with one of the most dishonest smear campaigns in this nation’s recent history. Despite overwhelming evidence in his favor and President Bill Clinton’s full support while in office, Barlow has never been compensated for sacrificing his career by exposing the facts that could have prevented the bomb from falling into Pakistani hands, leaving us in the precarious global situation in which we find ourselves today.

Barlow’s last request for personal restitution from the White House in 2009 was probably his last. President Obama’s silence in Barlow’s case follows the latter’s two decades of failed attempts to clear his name and receive his pension. After years of backstabbing sabotage and dashed hopes, Barlow laments the reality of this last shot at compensation.

“That was the end of it for me,” Barlow, 60, quietly acknowledges. He now lives in a motor home with his dogs and barely a penny to his name.

The news of the operatives on American soil enraged many in Congress, and they began to call for a termination of aid to Pakistan under the Solarz Amendment. Democratic Congressman Stephen Solarz called for an immediate hearing to ascertain the truth about Pakistan’s nuclear program. Barlow, as the CIA’s top expert on Pakistan, was called to the hearing along with a national intelligence officer, David Einsel. Because Einsel’s priority was to keep intelligence regarding Pakistan from interfering with the Afghan war, his testimony was expected to be purposely deceitful. Barlow’s supervisors and attorneys instructed him to tell the truth when asked.

On Oct. 7, 1885, a 16-year-old boy from Kallstadt, a small wine-growing village in what was then Bavaria, boarded ship in Bremen, bound for New York. Like his future grandson, Friedrich Drumpf was doing what it took to avoid military service. Striking out for the West Coast, the man now calling himself Frederick Trump earned a small fortune in hooch, whoring and hotels before returning to his native land to take a wife. He resumed his innkeeping back in New York shortly thereafter, but his wife was not taken in by the charms of der Große Apfel, and they moved back to Germany. Unfortunately for the couple and the world, the erstwhile Drump’s draft-dodging had not gone unnoticed, and Fred and the pregnant Elizabeth were chased out of the country and back to this one.

That, however, was not the end of the relationship between the family Trump and the German nation. For the child carried by Elizabeth back across the Atlantic was the future Fred Trump, and when the heir to his empire of outer borough slums sought to expand the Manhattan holdings he’d so flamboyantly built up after taking the reins from dear old dad, he turned to the old country for financing, specifically to Deutsche Bank.

More than 20 years and more than $2 billion later, Deutsche Bank is calling a halt to the ties that bind the Trumps to their ancestral homeland. Apparently, having helped finance one coup is enough for any global bank.

Deutsche Bank, which has been Mr. Trump’s primary lender for two decades, has decided not to do business with Mr. Trump or his company in the future, according to a person familiar with the bank’s thinking. Mr. Trump currently owes Deutsche Bank more than $300 million, which is due in the next few years.

The bank has concluded that, short of forgiving the debt, it has no way to extricate itself from the Trump relationship before the loans come due.

The Committee continues to investigate Trump’s efforts to involve DOJ in his election subversion scheme, including by pursuing Trump White House records that NARA has thus far been unable to produce and additional witness interviews as appropriate. Given the gravity of the misconduct the Committee has uncovered to date, however—and in the interest of making a public record of Trump’s efforts to compromise DOJ’s independence—the Committee is releasing this interim staff report. The report makes six primary findings:

FINDING 1: President Trump repeatedly asked DOJ leadership to endorse his false claims that the election was stolen and to assist his efforts to overturn the election results.

FINDING 2: White House Chief of Staff Mark Meadows asked Acting Attorney General Rosen to initiate election fraud investigations on multiple occasions, violating longstanding restrictions on White House-DOJ communications about specific law-enforcement matters.

FINDING 3: After personally meeting with Trump, Jeffrey Bossert Clark pushed Rosen and Donoghue to assist Trump’s election subversion scheme—and told Rosen he would decline Trump’s potential offer to install him as Acting Attorney General if Rosen agreed to aid that scheme.

FINDING 4: Trump allies with links to the “Stop the Steal” movement and the January 6 insurrection participated in the pressure campaign against DOJ.

FINDING 5: Trump forced the resignation of U.S. Attorney Byung Jin (“BJay”) Pak, whom he believed was not doing enough to address false claims of election fraud in Georgia. Trump then went outside the line of succession when naming an Acting U.S. Attorney, bypassing First Assistant U.S. Attorney Kurt Erskine and instead appointing Bobby Christine because he believed Christine would “do something” about his election fraud claims.

FINDING 6: By pursuing false claims of election fraud before votes were certified, DOJ deviated from longstanding practice meant to avoid inserting DOJ itself as an issue in the election.

After a mass shooting at a historically black church in Charleston, South Carolina, left nine people dead and a right-wing white supremacist arrested, the country once again faces the uneasy question of just how many so-called “home-grown” terrorists are out there – heavily armed, ideologically driven, and violent.

It’s a good question, but it may be tough to answer because for reasons that are astoundingly dimwitted, the Department of Homeland Security pushed out the guy who was in charge of watching them, and dismantled his team all the way back in 2009.

The beleaguered hero of this story is Daryl Johnson, a top government counterterrorism analyst working at Homeland Security who spent six years with the agency amassing a wealth of data on far-right extremist groups that posed various degrees of threat to citizens in the United States. In 2009, in the months after President Obama assumed office, he watched as these groups veered even further right, and began to fear that America’s first African-American president could be the catalyst of a major uptick in hate crimes and anti-government attacks.

In a landmark report released just months into Obama’s term, and now looks downright clairvoyant, Johnson made the case that radical Islam is only a small piece of the terrorism pie:

“Do not overlook other types of terrorist groups,” the report warned, noting that five purely domestic groups had considered using weapons of mass destruction in that period. Similar warnings have been issued by the two principal non-government groups that track domestic terrorism: the New York-based Anti-Defamation League and the Alabama-based Southern Poverty Law Center.

An annual tally by the latter group of what it calls “Terror From the Right” listed 13 major incidents and arrests last year, nearly double the annual number in previous years; the group also reported the number of hate groups had topped 1,000 in 2010, for the first time in at least two decades.


In response to that report, Johnson was destroyed. It wasn’t his integrity or claims that got him in trouble, his facts were solid. Instead, it was the inconvenient truth that much of the threat comes from right-wing conservatives, and even more awkwardly, radical right-wing conservatives who say and think a lot of the same things mainstream right-wing conservatives say and think.

At Trump’s request, former advisers to defy subpoenas from Congressional Jan. 6 committee: report

Four of Trump’s most loyal aides are reportedly poised to defy subpoenas by the House select committee investigating the storming of the Capitol on Jan. 6.

Ex-chief of staff Mark Meadows and onetime political supremo Steve Bannon plan to resist the legal summonses from the panel, along with social media guru Dan Scavino and Pentagon aide Kash Patel, The Guardian first reported.

The panel demanded all documents, emails, and call records related to the Capitol attack by Thursday and to testify behind closed doors next week.

Trump’s defense lawyer, former deputy White House counsel Patrick Philbin, intends to tell the aides that they cannot testify without breaching Trump’s right to get confidential advice from aides, otherwise known as executive privilege.

Trump’s strategy of stonewalling Congress closely hews to the plan he used to prevent House Democrats from deposing his top advisers about other scandals, including the investigation into Russian collusion with the 2016 Trump presidential campaign.

Amid ongoing negotiations over how wealth will be taxed to fund the proposed safety net and climate package known as the Build Back Better Act, one superrich Democratic donor suggested he's ready to stop writing checks to the party unless it passes the legislation with a $3.5 trillion price tag—not less—and with the proposed tax increases on the wealthy and corporations.

The proposed tax hikes, tech entrepreneur and venture capitalist Nick Hanauer wrote in an essay published Monday at The New Republic, offer common-sense benefits.

Instead of allowing the cash to be "hoarded" by "zillionaires" like himself, Hanauer argued that the tax increases could "create the foundation for broad-based prosperity," including through the extension of free public education, "meaningfully" tackling the climate emergency, and paid family and medical leave.

Recent evidence of the failure of so-called trickle-down economics is clear, Hanauer wrote, citing as one example Republicans' 2017 tax cuts, when "corporations chose to enrich their own executives and shareholders" rather than investing in their employees.

Without naming any specific lawmaker, Hanauer went on to accuse Democrats who are pushing for a lower price tag on the reconciliation bill or are resisting bigger taxes on the rich of "sabotaging an economy that will deliver broad-based prosperity for years to come."
