however they had counted or not counted that particular ballot, at the stage in question they were only certifying the results, not going through individual ballots. supposedly it wasn't the time or place to challenge individual ballots.

so the question is, was it proper to refuse to certify the results due to a single disputed ballot?

and if so, shouldn't there be a more extensive review (or perhaps i should say, *another* review) of all ballots, rather than just a decision based on a single ballot?
