1. Meaningless. USDOJ doesn't name an individual as a "target" until they are ready to charge.

Ignoring for the moment the issue as to whether or not a sitting President can be indicted or not, claiming Trump is NOT a target today means nothing in terms of changing that designation tomorrow, weeks, or months from now-- whenever DOJ was ready to do so.

Trump doesn't know the difference between a "subject" and a "target" and his legal team are likely intentionally not trying to educate him for fear of a "firing" freak out.
