2. That's not what the photo is

It's actually from The Joint Armed Forces of Washington Luncheon.

The JAFOWL Committee is comprised of representatives from the officers’ spouses’ clubs of the five military services; Army, Navy, Air Force, Marine Corps and Coast Guard. The committee arranges the annual luncheons to promote and celebrate the unity of all military officers’ spouses.

That explains why the women in the photo appear to be on the older side for military spouses, since they are all women married to officers, who tend to be older than other enlisted men.

Also there are photos from the event that do include several non-white women (such as the one at the link provided).
