8. there was no intent to reunite

both kelly and sessions said dont smuggle kids or they will be taken away from you. They intentionally made it as a deterrent meaning no reunification. Making up their own laws. They should be facing charges in international courts kidnapping foreing nationals minors. Toddlers are least likely to be reunited.
