I just left a voicemail on the line of an ACLU attorney with a similar suggestion of a database of DNA as well as another database of numbers/bar codes for all children and adults. The latter is necessary for locating specific individuals. (After all UPS does this to avoid losing packages.) Ideally, the ACLU will incorporate these ideas into their demand for relief (reunification) and the court(s) will grant it.
