10. It's probably too late for a cat-licensing program to work.

It would have to be nationwide or more, with roving cat collectors who round up cats and neuter them before returning to their owners.

Fines paid for cats left unattended outdoors, and leash laws enforced.

I can't see that happening, though I do agree it's a huge problem.
