Outercourse? So that somehow makes it ok or not sexual assault if someone has their clothes on but is groping someone and dryhumping them? Especially if they are unconscious?

No - its still sexual assault and its even more infuriating that this Brock Turner already got way too light of a sentence....For which the judge was voted off the bench....
