the original owners of such tanks should be responsible for 100% of the cost of cleaning up contaminated sites, plus 100% of the cost to make sure it's done right. The original owners should in no way get to manage the cleanup, but they should have to pay all costs. To me that's the only fair way. And, no buying off any officials to let them out of their responsibilities.
