If you are not familiar, you don’t have to vote for anyone. And if the guy gave you the creeps 30 years ago, there is no reason why you should vote for them now.

Normally, you fill in the oval next to the name. In the case of a write-in, you may have to fill in BOTH the name and the oval next to it.

As for your question about “freeholders”- that is basically asking if you think they should reorganize County Government.

Some places allow counties to change their structure. I have no idea what yours is like. Here is a sample of someone describing that type of ballot question, and what it results in:
