It's not just the Republican politicians that want to keep billionaires and lobbyists running the government.
Your average Republican voter doesn't want to change these things either.

Wealthy Republican voters are aligned with these groups and want to keep it this way.

Less wealthy voters, vote simply on a few particular, selfish issues.
They like the fact that the current system allows Republicans to keep their own issues in play.
They are fine with the government being driven by special interests as as long as they get what they want.
If it comes along with things they don't want, it's a sacrifice they are glad to make.

Republican voters are not moved by appeals to honesty, democracy, support of the American people.
They vote only on personal, selfish interest and if Republicans can keep providing that they will keep voting Republican.
