2. If the GOP had wanted the wall they would have passed it the previous 2 years

They had the House for a full 2 years, they could have passed it and the Senate could have passed it with a simple majority reconciliation vote which they could use once a year for budget issues. It wasn't important to the GOP. And Trump didn't push hard for it either.
