Anyone in government service with a security clearance has obligations regarding their work, even after leaving government service; written works that describe one's past government service are routinely subject to review, especially with regards to those having been in military, law enforcement, R&D, or intelligence positions.

McCabe was the senior deputy and then the acting head of the FBI, which has both law enforcement and intelligence/counterintelligence responsibilities in the US. What he wrote was certainly reviewed.
