The "old folks" are primarily made up of politicians, of either party, that have garnered and built up donor money from the corporate sector, some for decades already. And the more they win, the more $ they get for the next run. It becomes less and less in their interest to move the goalposts, even if they talk a great game. OF COURSE it is easier for a fresh, unsaddled, younger member....if they would actually be allowed to operate, to define the agenda.
