The Federal prosecutors are getting handed all sorts of stuff for action or additional investigation.

Just because Mueller can't get anyone directly connected to the Russians to admit that Trump directed or participated doesn't mean they can't go further.

Manafort is likely afraid of a Putin cocktail, but others could admit the links if facing unpardonable state charges and hard jail time.
