I live in a blue state with high property taxes and was only able to deduct a portion of those taxes. Additionally, I was very lucky that my financial situation was good enough so I was able to prepay half of my 2018 property taxes in December of 2017 instead of January 2018 - so I was able to deduct more from my 2017 taxes and have a lower total property tax bill for 2018 because of it.
Next year, I'm going to get killed because I will have a full year of property taxes for 2019 and much of it won't be deductible.
Yes, the actual total income tax paid went down for me this past year. But, that was more than offset by the SALT limits, and will be way more than offset for this year when I file in 2020.
