1. Judenrats were mandatory councils created by the Nazis

Decree of the Fuhrer and the governor general, Hans Frank, concerning the establishment of Jewish Councils--October 12, 1939:

Par. 1: In every community a representative body of the Jews is to be formed.
Par. 2: In communities of over 10,000 inhabitants this representative body, the Jewish Council (Judenrat), is to consist of 24 Jews from the local population The Jewish Council is to be elected by the Jews in the community.
Par 3: From among its members, the Jewish Council will elect a chairman and his deputy.
Par 5: The Jewish Council is obliged to receive, through its chairman or his deputy, the orders of German official agencies. Its responsibility will be to see to it that the orders are carried out completely and accurately. The directives whic h the Council may issue in the execution of German orders must be obeyed by all Jews and Jewesses.

There was no way to avoid serving in these councils, and those who served did their utmost to protect as many as they could in whatever ways they could. Using the word as this person does only illustrates his ignorance.
