14. I assume they start their investigation into the various wrong doing exposed

The Congressional inquiries have a broader base than the charter of what to investigate given to Mueller. They could openly say that the investigation is for two purposes:
- for the future, to explicitly make illegal accepting help from a foreign country etc
- to investigate further whether there should be an impeachment.

The latter would further bring out the dishonorable things he did and would highlight the portions of Mueller's report that read like a referral to impeachment. It would also reject the attempt of Trump, Barr et al to define the work. We are just less than a year and a half from the election and his actions are far more complicated than even Watergate, much less Clinton.

Doing that would make it clear that Trump is still under investigation and under a cloud of potential impeachment if reelected. He will complain that Congressional investigations are unfair after the Mueller investigation, but it is EXACTLY the pattern used with Nixon and Clinton. Not to mention, there were FOUR years of Benghazi hearings.
