Plus, charging him could bring a host of problems. It would be fought and fought and fought all the way to the supreme court. Even if he somehow got charged and brought into a courtroom, arguments would have to show beyond reasonable doubt. If they could find an impartial jury, that in itself offers no guarantees.

I know it's a certainty from our perspectives, but Mueller looks at it differently on what he finds that offers a guarantee of getting a guilty verdict.

This is why Mueller was smart enough to make the point in the report that this will be up to congress. I think in his mind he hopes congress will move towards impeachment.
