will take place, and will have constitutional protection, since impeachment is one of the fundamental things the House does. Subpoenas to appear would carry a lot of weight and would be less likely to fail to force appearances. Separation of powers would not apply, since impeaching the President is a constitutional action.

There needn't be any vote by the house to impeach. The proceedings begin with the investigation.

We have models for this in recent history, with Nixon and Clinton. The House can do as it pleases, Constitutionally, with regard to impeachment. It's their job. It's in the Constitution.
