This brings up all kinds of questions. When prosecutors do this, do they have to get the AG's approval?

Is it a good idea to release a certified convicted spy? What's to stop that spy from returning to up-to-no-good mode? Could she sneak back into the US and pick up where she left off? Or are such individuals more or less "marked," or exposed, and thereby rendered not usable? Are they kept in the "family" to advise and train future operatives? In short - CAN THEY STILL DO US HARM?
