letting a few commit early, get more and more to sign on as investigations continue and evidence mounts. then, when something new and huge drops or the Republican primary commits to Trump/Pence for 2020, push forward full steam with the impeachment.
that way, the media has an easily-covered horse race to latch onto where each committee's investigation is seen to have an impact on the overall situation, Democrats don't look like they're stupidly partisan zealots bent solely on impeaching Trump, and the public winds up with a compelling narrative which at least makes things slightly uncomfortable for Darth McConnell's nasty senate majority.
similar to Gandalf's dwarf-introduction methods from The Hobbit (book, not movie)
