The simple reason it's apparent she is the sole decider. I am so curious, although I will probably never know, of the 235 Dems in the house who haven't come out for starting the impeachment process, are they in that position because they are following her lead and rationale (i.e. waiting for green light)? Or are they truly undecided? Or do they have their own personal reasons for being against it (retribution in their district) ?
