Sounds like you're pissed because somebody turned right on red, when they shouldn't have....and the cop didn't chase them down, and give them a ticket.
Get over it.
The woman that turned right on red didn't cause on accident. If she had gotten hit, the fact the she turned right on red when she shouldn't have, would have made her unquestionably liable for the accident.
Do you get angry when you see the police ignore somebody that is driving 60 mph where the speed limit is 55 mph? I bet not.
