have a non partisan panel of judges drawing up voting districts, so it keeps gerrymandering to a minimum. Red States typically have it done by the state legislature.
Maryland, I believe, is one of the few blue states that have it done by the state legislature.

That won't work. Congress can't make voting laws for states, not even for presidential elections.
