On June 11, 2019, the House passed HR 430, conferring any and all of Article 1 powers on the Judiciary Committee - i.e. all authority vested in the House by the Constitution. This is the same formal grant embodied in an Impeachment Inquiry resolution Thus an impeachment inquiry got underway while the pundits argued, and the White House carried on regardless. No further resolution was or is required : 'We are moving forward with impeachment' - House Judiciary Committee.
