I think the Republicans believed they could control him when he was first chosen to be the Special Counsel. Also, I believe many Democrats were aware that he might not have the stamina to do the investigation that needed to be done? I think this explains why the investigation may have been weighted somewhat with Democratic assistants for him. They felt they had to protect him and the investigation from Republican interference. They also felt the need to cover more ground than Mueller may have done if left to his own pace?

Just my opinion.
