SHE is maybe more into 'process' than many others, so wants to examine every bit of evidence, hence exhausting every avenue with subpoenas of uncooperative individuals.

THEN the House can go forward with a 'formal' inquiry, present EVIDENCE to the world, the best making it impossible for 'rational' repugs to vote 'no' and live with themselves.
