While I'm not saying the changes announced are good or a correct interpretation of the statute, they do not apply as broadly as the OP article (and many other articles) suggest. The provisions in question only apply to a limited number of situations in which a child born outside the US to US citizens does not acquire "citizenship at birth." Those situations include adoptions and the rare circumstance in which the child's parents didn't not live continuously in the US for at least one year at some time before the child's birth.
