Mueller may not have known that they existed. And you can be sure that nobody in the West Wing would volunteer that information. It only came out because a CIA person who was detailed to the White House figured out what had happened and reported it.

You would think that Mueller would have asked if there were any such transcripts, but if he didn't ask the right people, they might not have known about them.
