And I seriously doubt they gave a damn that Clinton's impeachment looked bad since they were as one gunning for the man as one.
every newscast that talks about the non-cooperation of Trump includes "unlike the impeaching of Nixon and Clinton there was no vote before starting it." To enable the Republicans to say this just looks bad. We know the votes were there before the inquiry began, so why not do the formality and take a vote in the House. It just looks better.
I already posted you the articles. They do not need a full house vote. Rule of law.
Article I, Section 2 of the Constitution states: "The House of Representatives shall [choose] their Speaker and other Officers; and shall have the sole Power of Impeachment." The ambiguous language offers the chamber discretion as to how it conducts impeachment proceedings.
