Others shared this view. Alexander Vindman, the top Ukraine expert on the National Security Council, said he reported his concerns to the NSC’s lead counsel.

Acting Ukraine Ambassador William Taylor said he “became increasingly concerned that our relationship with Ukraine was being fundamentally undermined.”

NSC official Tim Morrison testified he was not concerned that anything illegal was discussed but said he was concerned about how it would affect the U.S.-Ukraine relationship.
