unless the city built the Chargers a new stadium.

Every year since it was always a drama with the Chargers threatening to move after their contract obligations were up; the city didn't want them to move, and actually guaranteed a certain attendance level and had to pay for any empty seats to make up for the lack of attendance.

But building a new stadium with taxpayer money and giving the bulk of the revenues to the Chargers was a stadium too far.
