Pelosi knows that when she sends the Articles over she loses all control. She now holds some control, which irritates McConnell and trump mightily.

I would have preferred that she send Moscow Mitch a note: Please deal with the 200 bills the House passed that you are deep-sixing and delaying. Then we will send over the Articles according to our timetable, not yours.
