3. If you move a lot, it can be a problem

Every time you move you may need to spend the time and money to go to the DMV and get your license/ID updated(putting aside the fact that if you work during normal business hours you have to use vacation to get off work).

Further, if you're an out-of-state college student in a place they don't accept college ID's for voting, you may be out of luck if you want to cast a ballot on-campus (otherwise you have to be on the ball and sign up to have an absentee ballot sent to your college address when you are home during the summer).

It's not just that a segment of likely Democratic voters have to jump through the extra hoops- they have to jump through them more often.
