The Republicans pushed him to make a decision before all the technical and environmental studies were complete. When they forced an early deadline, PBO did not approve it because it was not adequately cleared.

He was never against it, just was unwilling to be strong armed into buying a pig in a poke to appease the oil lobby and their Congressmen.
