4. Less ironic than totally predictable

If Trump had done as you reasonably say, things would have gone much better for the country. But then, Trump would have had to share the accolades with others, someone with greater expertise, someone smarter than him, someone who made the tough call Trump couldn't make (either out of failure of nerve or utter ignorance). And that's not Trump. He has to be the only guy at the podium. The only one who made the Good Thing happen. The only one people praise. This crisis could have gone no other way, and thousands of Americans will die needlessly trying to satiate the insatiable Trump ego.
