19. The custom in many Miami-Dade neighborhoods is to place one's large trash items - things like

yard waste, tree limbs, larger household items, boxes, etc. - directly in front of one's house, between the sidewalk and street. The city/county dump truck, with the "claw," comes by several times a week and picks up the material.

Sometimes people who don't live in a neighborhood dump items on top of an existing pile of trash in front of someone's home. I suppose one of the homeowners in the doctor's neighborhood complained about such illegal trash dumping and the cops were on the lookout for it. Compared to all the stuff that goes on in Miami, this sort of thing ranks really low on the list of offenses most cops worry about.

I imagine these cops saw a black man putting trash onto a pile in a nice neighborhood and, thinking he didn't belong there (the racial profiling), stopped to give him a fine, or even arrest him. I'm guessing the black doctor objected, tried to explain he was putting trash on his own pile in front of his own home, and the cops didn't like it, so they cuffed him and did the usual racist cop thing.

Cops in Miami (and a lot of other cities) routinely stop blacks if they're walking or driving in "white" neighborhoods. This man's fortunate he didn't reach for his waistband.
