I am of the opinion that he wanted to end the relationship with the present task force. They may have had a huge blow-up? Maybe he is pissed at Pence.

After he ended it, he realized what a gold mine he had, and decided that he would announce the formation of a new task force, with new faces and new expertise.

The Doctors and Scientists will probably play a diminished role?
