...because they'd be too scared to enter into the cities and face a situation where there were "too many" dark-skinned people out there. What you'd need to be concerned about is the NPTMB causing enough chaos in the suburbs and rural areas for their hero to declare a state of emergency and send the military in...because, believe me, you're not going to be able to face down the Army, even in familiar cities...
