to trash perfectly reasonable Democratic candidates. They'll say "candidate X is a security risk, but national security prevents us from telling you why."

Far better and much more reasonable and transparent would be a law requiring any presidential candidate to release at least ten years' worth of federal and state tax returns.

If this can't be done on a federal level, the various states could do it. "You can't put your name on our state's ballot unless you release your taxes." If enough states did this any candidate would be forced to disclose their taxes if they wanted to be at all viable.
