so that doesn't explain his failure to sign the covid bill. Seems that he just wanted to punish Congress and majority of Americans for not supporting his re-election and enjoyed ruining everyone's holiday weeked just because he is a malicious psycho and delaying the payments will make Biden's job even harder.
